Semi-Finished vs. Fully Finished Apartments in Egypt: Which Should You Buy?

One of the first choices you will face when buying an apartment in Egypt is whether to buy it semi-finished or fully finished. The terms describe how complete the unit is when the developer hands it over, and the decision affects your budget, your timeline and how much work you take on yourself. Here is what each one means and how to choose.

What “semi-finished” means

A semi-finished (sometimes called “half-finished” or “core & shell”) apartment is delivered with the essentials in place but without the final surfaces. Typically you receive plastered walls, a screeded floor, the main plumbing and electrical points, external windows and an entrance door — but no flooring, no paint, no kitchen or bathroom fit-out, and no internal doors. In short, the structure is ready and the finishing is left to you.

What “fully finished” means

A fully finished apartment is move-in ready. Floors, wall finishes, paint, internal doors, bathroom fittings and usually a basic kitchen are all installed to the developer’s standard specification. Some developers also offer “fully finished with appliances” or “ultra-lux” packages that include air-conditioning and kitchen appliances.

The trade-offs

Semi-finished — pros and cons

  • Lower purchase price and often a smaller down payment, since you are not paying for finishing.
  • Full control of the finish — you choose the materials, layout details and quality that suit your taste and budget.
  • But you carry the cost, time and management of the finishing works yourself, and the apartment is not livable or rentable until that is done.

Fully finished — pros and cons

  • Move in (or rent out) immediately on handover — no extra project to manage.
  • Predictable total cost rolled into the payment plan, which is convenient for overseas buyers who can’t oversee finishing works.
  • But a higher headline price, and you are tied to the developer’s finish standard and materials.

Cost and payment differences

As a rule of thumb, finishing an apartment in Egypt to a good standard adds a meaningful amount per square metre on top of the semi-finished price — the exact figure depends on the size of the unit and the quality you choose. A semi-finished unit lowers the entry price and the down payment, but remember to budget separately for the finishing works and to factor in the weeks or months they take.

For buyers living abroad, fully finished units are usually the simpler choice — there is no need to source contractors or supervise work from overseas. Buyers who live locally, or who want a bespoke finish, often prefer semi-finished.

Which is right for you?

Choose fully finished if you want a move-in-ready home, need to rent quickly, or are buying from abroad and can’t manage a fit-out. Choose semi-finished if you want to control the design, spread the cost over time, or lower your initial outlay. Either way, always confirm exactly what the developer’s “finished” specification includes in writing before you sign.
